No. You cannot travel to India with an expired PIO card. Until at least December 31, 2023, foreign nationals can still utilize their PIO cards, valid as of January 9, 2015, in conjunction with a valid foreign passport as acceptable travel documents. Once issued with a PIO Card, cardholders are exempt from a visa to visit India for a duration of up to 15 years.

Starting September 2021, UK nationals with an OCI (Overseas Indian Citizen) card can stay in India for an unlimited time. When applying for an Indian visa, you normally send your passport, together with the necessary visa application and supporting papers, to the appropriate embassy or consulate. If your application is granted, the visa will be stamped or fastened inside your passport.
40. Can I travel to India without renewing my OCI?
If you have a valid OCI (Overseas Citizen of India) card, you can go to India without having to renew it for as long as your OCI card is active. The OCI card entitles you to repeated entries into India for the rest of your life, and you can enter and depart the country with your valid OCI card and passport.
